League Guidelines
LEAGUE GUIDELINES
1.0 OBJECTIVE OF LEAGUE
1.1 It shall be the policy of the Kawartha Pool League, and its members
to at all times play the game of pool in a manner that adheres
strictly to the official rules of the game that is in effect at the
time.
1.2 To promote the sportsmanship, goodwill and unity among the K.P.L.
1.3 To promote business and goodwill of participating locations.
1.4 To offer rules, methods and procedures to enhance the sportsmanship
of the game of pool, in order that it may be played in an organized
competitive manner.
1.5 Play to your potential – Taking it easy on a player is not good
sportsmanship like behaviour and it can be viewed as insulting –
It is poor sportsmanship to give anything but your best effort.
2.0 RIGHTS AND REGULATIONS
2.1 All players must be of Legal Drinking Age.
2.2 Upon acceptance of membership form and league fees, locations,
teams, and individuals shall be entitled to the rights and subject
to the rules as established by the league (see 4.0 League Fees).
2.3 Only registered members of league can participate in league
sponsored events.
2.4 To assure good sportsmanship, a team or individual may be expelled
for unbecoming conduct, poor sportsmanship or other good reason
considered detrimental to the league by Division Manager.
2.5 To any person who starts a fight or brawl – permanent termination
of membership.
2.6 To any person who gets in a fight or brawl but was defending
himself – a minimum of one month suspension if first offence and
longer if otherwise.
2.7 If the person does not defend themselves or further the altercation
the person shall not be suspended.
2.8 To any person who consistently uses foul and intimidating language
– six months suspension and longer if second offence.
2.9 SHARKING – No player will cause another player on the opposing team
to become upset or disrupt the concentration during any match while
the player is shooting. This includes profanity, sudden noise such
as coughing, clearing ones throat etc. Standing in player’s line of
vision, standing over called pocket. This is for every member of
the opposing team including cheering section.
2.10 To any person who uses lesser degrees of verbal abuse –
probations and suspensions as deemed appropriate.
2.11 Any party so expelled may request in writing for a hearing from
the league and the findings of the co-ordinator shall be final.
2.12 The locations will make the pool tables available at the
designated times and shall remain the right to remove players
(whether from his/her team or the opponents) from his/her
establishment.
2.13 It is important that all team members are aware of these conduct
guidelines. Your team should consider dropping anyone from your
roster who doesn’t agree with them. You joined this league to have
a good time and so did the majority of other members. Every member
has the right to be treated in a sportsman-like manner. Offensive
behaviour will not be tolerated.
3.0 CAPTAINS DUTIES
3.1 He/ She shall be present or send an acting captain to all league
division meetings. Any team not represented will forfeit all voting
rights for that meeting. Only the captain shall possess motion and/
or voting rights.
3.2 The captain shall instruct his/her players as to the league rules
and requirements.
3.3 The captain shall collect all players’ fees and dues, enter the
amount enclosed and show any discrepancies over/short etc. With an
explanation and submit to the designated Division Manager.
3.4 The captain may leave the fees in a sealed envelope, with the
Location Manager for pick up by the division Manager, if an
agreement to do so has been pre-arranged.
4.0 LEAGUE FEES
4.1 Membership Fee is $20 per year for each person on a team.
4.2 Weekly Fees are $60 a night. $12 per person playing the match that
night.
4.3 The weekly fees for the team must be paid in full every week. The
regular players are responsible for the weekly fees. If the
players’ weekly fees are not paid, their scores do not count. A
player will have one week grace to cover their spare player (spare
must be a registered player).
5.0 LEAGUE AWARDS
5.1 There will be 1 draw of $ per week (based on 16 teams).TBA
5.2 E.R.O. – Eight Ball Run Out – The only time a player may achieve an
E.R.O. is on the first approach to the table with ALL 15 balls on
the table. If the breaker runs out and wins the game from the
break, it is an E.R.O. The opponent will have a shot at an E.R.O.
If the 15 balls are still on the table on their first approach
(breaking player did not sink any) Each E.R.O. will be placed in a
draw at the banquet for 3 equal prizes (a player can only win one
draw)
5.3 HIGH SCORE– Most points accumulated during the season (1st to 10th
place). In order of fairness, and to enable all members to have
equal opportunity of achieving HIGH SCORE, it has been decided to
base this on 2 weeks less than the scheduled season. This will
allow 2 weeks(max) in lieu of sickness, vacations, emergencies etc.
Any player that has played the full schedule will be able to
discount his/ her lowest 2 weeks (individual high score only).
6.0 LEAGUE CHAMPIONS WILL BE DETERMINED IN THE FOLLOWING MANNER
6.1 The team winning the most rounds points in the season will be the
league champions.
6.2 In the event that two or more teams have won the same number of
round points, the team winning the highest number of games will be
the league champion.
6.3 In the event that two teams have tied for round points and games
won, the total points will decide the champions.
6.4 If round points, most games won and total points, by any two teams
are tied the following will apply:
– One regular match will be played
– Two teams tie – A plays B and regular scoring prevails
– Three or more teams tie – A round robin format is used , with the
total points determining the champions
7.0 SCHEDULING
7.1 Schedules will be posted at participating location by the Division
Manager.
7.2 All rescheduling of matches must be by mutual consent of both team
captains and the location manager. Rescheduled matches must be made
up before the next scheduled league match is played.
7.3 When matches are not played, whatever the reason, all fees due to
the league must be paid by both teams to receive any further points.
7.4 Under extenuating circumstances, the Division Manager may schedule
make-up matches. The matches must be played no later than 15 days
after the regular match was scheduled.
7.5 No points will be awarded for matches not played within the
scheduled time period.
8.0 THE TEAM
8.1 Each team will consist of five regular players.
8.2 All team players must be of legal drinking age.
8.3 All teams must start off with a handicap that is under 43.4.
(see 19.0 handicapping)
8.4 All new players or subs joining a team or the league after the
midway point of the scheduled season must be approved by the
Division Manager (registration fees must be paid immediately).
8.5 Any player may be added to a team roster up to the midway mark of
the current season. After the midway point, a player can
only be added to a team roster if the teams membership drops below
five players – due to moving from the area or illness. This
addition must be approved by the league co-ordinator prior to the
new member playing.
8.6 If a player has played for a team, he/she must have a written
release from the team captain and approval from the league before
joining another team.
8.7 If a team is dissolved during the season, its players may join
another team in the league, unless dissolution of the team is due
to poor sportsmanship or other unacceptable conduct.
8.8 Any player or team that quits the league before completion of the
schedule shall forfeit all prize monies.
9.0 TEAM MATCHES
9.1 Each team will have a captain or acting captain present at each
match played. The captain or acting captain will be responsible for
collecting of fess, filling out and signing of score sheets as well
as handling of any disputes that may arise. Any disputes that
cannot be resolved should be taken to the Division Manager.
9.2 Matches will begin at 7 o’clock.
9.3 The grace period to start a match is till 8pm. Each player has 5
minutes to start an individual game from the time his/her game is
called.
9.4 Any team with only four players available for the match will
be allowed to use the last resort whereas the lowest average may play twice.
9.5 No player can be substituted after a match has started, except if
a player cannot continue due to illness or other unforeseen
emergency. Opposing team captain must be notified of change.
9.6 Line ups will be in any order that the captain choose
9.7 A player from each team will be appointed to watch the game. A
home team player will watch the first game. Then it will alternate
with the visiting team player watching the second game. In case of
a situation where both players playing the game cannot agree, the
appointed referee’s decision will be final.
10.0 THE GAME
10.1 The league will play in the style of CALL POCKET 8 BALL, which is
to legally pocket a ball you must designate a pocket in which the
object ball will fall into and inform your opponent of such ball
and pocket. However it is the opposing player’s responsibility to
ask the shooter before the shot. Failure to make a legal shot is a
loss of turn, and becomes the opponents turn. Play will continue in
such a manner till one player has pocketed all of their balls in
their group, then attempting to legally pocket the 8 ball. The
pocket for the 8 ball must be physically marked (with an approved
pocket marker) in order to be pocketed. The marker is to be placed
between the first diamond on either side of the pocket and the pocket.
11.0 THE BREAK
11.1 The breaking player for each game will be designated on the
score sheet in the appropriate box with a “B”
11.2 Each player will be responsible for racking their own balls in
every match.
11.3 The balls are racked in a triangle at the foot spot of the table.
The 8 ball will be placed in the middle of rack with a solid in one
corner and a striped ball in the other, as in illustration of above.
11.4 When positioning the cue ball for the break, the base of the ball
must be behind the head string.
11.5 The opposing player must inform the breaking player of improper
positioning of the cue ball before the shot is made.
– If the opposing player does not so inform the breaking player
before the shot is made, it shall be considered legal.
– If the shooting player is informed of improper positioning, he
must reposition the cue ball.
– If a player positions the ball completely and obviously outside
the head string and shoots the cue ball, it is a foul, if called
by the opposing player.
11.6 If the breaking player hits the racked balls with the cue ball,
driving “FOUR” or more numbered balls to a rail or pocketing an
object ball the game is considered started.
– If the beaker pockets an object ball they will continue to shoot,
having an open table.
– If a player fails to do so it is not a foul, and the opposing
player has the option of taking the break the way it is, or to
re-rack the balls and break for his/herself.
11.7 Miscues on the break, scratching the cue ball, as well as
stopping or deflecting the cue ball before it hits the racked balls
are considered fouls and loss of turn. The opponent will have ball
in hand behind the head string and must shoot a ball that is past
the head string towards the foot of the table.
11.8 If the 8 ball is pocketed on the break, the 8 ball is spotted on
the foot spot (or as close to it as possible on the long string
approaching the foot of the table) and the breaker keeps shooting.
If the breaker scratches while pocketing the 8 ball on the break,
the opposing player will have the 8 ball spotted in same manner and
will begin shooting with ball in hand behind the head string.
11.9 If breaking player does not make any balls his / her opponent
then shoots having an open table.
12.0 OPEN TABLE
12.1 The table is always open immediately following the break shot,
even when a ball is pocketed. You must shoot again and legally
pocket a ball to determine your group. On an open table the player
can shoot at either group of balls. The first ball can be made by
any the various shots involving the cue ball and object ball. It
can also be made using a combination shot, using a stripe to make a
solid or vice-versa.
13.0 LEGAL SHOT
13.1 On all shots a player must strike one of his/her group balls
first then
– Pocket the designated group ball, or another object ball
– Cause the cue ball, or any ball to contact a rail.
Failure to do so is a foul and a foul penalty applies.
13.2 SAFETY – calling a safety acknowledges that your turn will be
over after the shot and all requirements of a legal shot will
apply. Your opponent must be made aware of the safety call. Any
ball made during a safety shot remains pocketed.
14.0 AUTOMATIC LOSS OF GAME
14.1 Pocketing the 8-ball when it is not the legal object ball, except
on the opening break.
14.2 Pocketing the 8-ball and his/her last object ball on the same
stroke.
14.3 Jumping or knocking the 8-ball off the table at anytime other
than the break.
14.4 Pocketing the 8-ball in any pocket than the one designated.
14.5 Fouling while pocketing the 8-ball in the designated pocket. A
missed 8-ball is not a loss of game but is ball in hand for the
opponent.
14.6 Third in fraction of slow play rule.
15.0 FOULS
Questionable fouls must be called and acknowledge. The following results
in a foul
15.1 Failure to make a legal shot (see 13.0).
15.2 Shooting the cue ball into a pocket or off the table.
15.3 It is a foul when a player scratches on the break, or miscues or
deflects the cue ball prior to hitting the racked balls. The
incoming player receives ball in hand behind the head string and
must shoot at a ball that is on the opposite side of the head
string toward the foot of the table.
15.4 When placing the cue ball in position, any forward stroke motion
contacting the cue ball will be a foul.
15.5 ILLEGAL JUMPING OF BALL: it is a foul if a player strikes below
the center of the cue ball (digs under it) and intentionally causes
it to rise off the bed of the table in an effort to clear an
obstructing ball. Such jumping action may occasionally occur
accidently, and such jumps are not to be considered fouls. They
still can be ruled as fouls if a legal shot is not made.
15.6 Shooting without one foot touching the floor.
15.7 COACHING is a foul. No player on a team or cheering squad can
instruct or coach a player while he / she is playing their game. A
player may ask their captain during the game, any questions
regarding rules and regulations only. Exception: anyone can remind
the player to mark the 8 ball. Any member of a team or their
cheering squad called for coaching will result in a foul on the
team member shooting.
15.8 If a ball is frozen on a cushion the shooting player must notify
the opposing player before the shot. The play must hit the frozen
ball then:
– pocket the frozen ball or any other object ball, or
– cause the cue ball to hit a cushion after contact with frozen
ball, or
– cause the frozen ball to hit another cushion, or
– cause another ball to hit a cushion
Failure to do so is a foul.
15.9 ACCIDENTLY moving or touching a ball is not a foul UNLESS it is
the cue ball. Only the opponent may replace the ball as closely as
possible to where it was or to leave it where it rest. If the
shooter replaces the ball it will be a foul.
15.10 Picking up or shooting the cue ball while any balls are moving is
a foul.
15.11 PUSH SHOTS are normally considered a foul. In most cases they
involve appointing a referee to make a judgement call. A decision
has been made to accept this shot as legal play, thus preventing
arguments saving time and keeping this league recreational.
15.12 DOUBLE HITS will be considered a foul. If the cue hits the cue
ball more than once it is consider a double hit.
15.13 With cue ball in hand, touching any object ball with the cue ball
is a foul.
15.14 PLAYER RESPONSIBILITY FOULS The player is responsible for chalk,
bridges, files or other items he / she brings to use at, or causes
to approximate the table. If he / she drops a piece of chalk, or
knocks off a mechanical bridge head, as examples, he / she is
guilty of a foul should such items make contact with the cue ball.
15.15 SLOW PLAY RULE Exaggerated slow play will be penalized. Certain
moments during a game may require extra thought or concentration.
However, continuously taking 1 to 3 minutes between shots is not
acceptable. When your opponent abuses this rule stop play. The team
captains will assign a player to time your opponent for the rest of
the match. After a warning any longer than ONE MINUTE between shots
will be a foul. First and second infractions are ball in hand. The
third infraction will be loss of game.
15.16 SHARKING – No player will cause another player on the opposing
team to become upset or disrupt the concentration during any match,
while the player is shooting. This includes profanity, sudden noise
such as coughing, clearing ones throat etc. Standing in player’s
line of vision, standing over called pocket. This is for every
member of the opposing team including cheering section.
– First infraction is a warning
– Second infraction is ball in hand
– Third infraction is loss of game.
16.0 PENALTY FOR FOULING
16.1 Only a player involved in the match may call a foul. In the event
of a foul being called, the opposing player receives the cue ball
in hand anywhere on the table. This means that the player can place
the cue ball anywhere on the table. The cue ball does not have to
be behind the head string unless it was on the break.
16.2 A player must stop shooting when a foul is called. If a player
refuses to yield to a foul call, the opposing captain may protest.
17.0 PROTEST PROCEEDURE
17.1 Only the team captain has the authority to submit a protest.
17.2 A protest must be given to the Division Manager in writing within
48 hours after the match.
17.3 The league may ask for a deposit of $10.00 with written protest.
17.4 The League President has the right to disregard any protest not
properly presented, such as phone calls or personal contact, before
the protest is submitted in writing.
17.5 A game may be played and finished under protest, which may
alleviate the original protest.
18.0 NON FOUL EXCEPTIONS
18.1 KISS OFFS and BANKS do not have to be called. The only thing that
has to be called is which object ball into which pocket.
18.2 If a shooter inadvertently pockets his/her opponent’s ball, it
remains down. However, if the shooter does not legally pocket one
of his/her object ball called, he/she will lose their turn.
18.3 If a ball falls into a pocket by itself when a player is shooting
or in between shots, it will remain pocketed and play continues.
EXCEPTION: if it is the 8 ball the game will be replayed.
18.4 If a player inadvertently knocks a ball into a pocket (by hand,
cue or cue rest) it will be handled as follows:
– If it is the opponents ball, it will remain pocketed
– If it is one of his/her group balls, it will be spotted at the
foot spot and loss of turn. EXCEPTION: if it is the 8 ball it
will be a loss of game.
18.5 If a ball moves by itself, the ball shall remain in the position
it assumed and play continues.
18.6 OBJECT BALL KNOCKED OFF THE TABLE will be handled accordingly:
– If the ball is the shooter’s ball, it will be spotted on the foot
spot or as near as possible on the long string
– If it is the opponent’s ball, it will be considered a pocketed
ball and will remain down
– If it is an open table, it will be spotted on the foot spot or as
near as possible on the long string
Knocking a ball of the table is a loss of turn, unless a foul
has happened during the shot as well.
18.7 STALEMATE RULE: if both players agree that attempting to pocket
or move a object ball will result in loss of game, the balls will
be re-racked with the original breaker breaking again. The
stalemate rule may only be used when there is only TWO object balls
remaining on the table.
18.8 LOCKED OR JAWED BALL If two or more balls are locked between the
jaws or side of the pocket, with one or more suspended in air, the
referee shall inspect the balls in position and follow this
procedure:
– Visually project each ball directly downward from it’s locked
position
– Any ball that, in his / her judgement would fall in the pocket if
so moved directly downward is a pocketed ball
– Any ball that would come to rest on the bed of the table is not
pocketed.
– The balls are then placed according to the referee’s assessment,
and play continues according to specific game rules as if no
locking or jawing of balls occurred.
18.9 NON-PLAYER INTERFERENCE: If the balls are moved (or player is
bumped in a manner that play is directly affected) by a non-player
during the match, the balls shall be replaced as near as possible
to their original positions immediately prior to the incident. Play
shall resume with no penalty on the player affected. If the match
is officiated, the referee shall replace the balls. This rule shall
also apply to act of god interference, such as earthquake,
hurricane, falling light fixture, power failure etc.
19.0 SCORING
19.1 GAME SCORING One point will be given for each ball legally
pocketed and 3 points for the 8 ball.
– This makes a total of 10 points for the winner of the game.
– The loser cannot score more than seven points, the loser’s score
is calculated by the number of his/her group balls pocketed.
– If the shooter pockets the 8 ball before it is legal to do so, he
opposing player automatically receives 10 points.
19.2 MATCH SCORING One point will be awarded to the team that has
accumulated the most points fort each round, and one bonus point
will be awarded to the team that has the highest total after all
five rounds.
19.3 TIED MATCHES
– In the case of a tie in points during a league round, the team
winning the most games in the round will receive the point.
– In the case of a tie for total points on the completion of the 25
games, the team winning the most out of the 25 games will
receive the point.
19.4 FORFEITS: If a team forfeits the match the winning team
automatically receives 6 points for the match. All league fees are
still due by both teams. Should a team forfeit their match the
opposing team’s handicap will not change, each player will receive
individual points based on their handicap.
– For example: a player with an average of 7.7 will receive a score
of 39. This is calculated by taking their average and
multiplying by 5 and then rounding to the nearest full point.
7.7 X 5 = 38.5 rounded becomes 39.
20.0 HANDICAPPING
20.1 The KPL system for handicapping is the simplest and most
understood of all such systems. It is similar to those used in
bowling and golf leagues, in that it is based upon averages.
20.2 INDIVIDUAL AVERAGES are calculated by dividing the accumulated
points of a player by the number of games played, then rounded to
the tenth. For example:
– Total points 15, games played 15, 115/15 = 7.666666 which becomes
7.7
– All players will start the season with their last year’s final average.
– New players joining the league, who are known by the co-ordinator
will be assigned an average.
20.3 Other new players will be assigned an average of 8 for males and
7 for females.
20.4 All players handicaps will be frozen for the first 3 weeks of
league play including spare players (this is to give a truer value
in handicapping)
20.5 TEAM AVERAGE No team can start the league with a handicap higher
than 42.4. To establish the handicap for a team, you will add up
the averages for the five players present for the match.

MATCH EXAMPLE
21.0 Playoff format is to divide the league in thirds as an A and B and C divisional
playoffs.
22.0 A B and C will be determined by team
handicap
23.0 Spares in playoffs will be determined on eligibility and known ability
and their handicap by a board of Governors to be determined.

1 A B C will again be played in playoffs
2 Any grievances or complaint a player has should be brought to Lori or Don’s attention through the team Captain
3 Last resort will be in play
If you cannot get a spare what you can do is use this as a way so you do not have to only play with 4 players
The lowest handicap will play twice and their handicap will go up 1 full point as the last resort the score will not count on the individuals handicap and they must again play in order

AMENDMENTS TO RULES
1- Sandbagging
Sandbagging will not be tolerated! If you suspect someone is sandbagging, on the back of the sheet please send a note into the executive and we will look into it.
The first instance, the player will be given a verbal warning
The second instance, a written warning
The third instance, 1 full point will be added to their handicap
The fourth instance, 2 full points will be added up to a max of 10
Captains must be on board with this and remember players can have off nights.
4- Consideration for late players, please remember players
do have to work and sometimes they will be late. Please
give them until at least 8pm to show up or to the end of
the second round whatever comes first but the team must
inform the other team prior to starting.
4-4- Playoffs – This year the playoffs will be and A B C division
all playoffs spots will be determined by handicap
